The way this actually worked was martial artists would get beaten up when drunk in the east, so they developed a style that made them APPEAR to drunk to make this illusion. The resulting style is drunken fist. How it is approached in the naruto universe is, the drunker you get, the stronger the style gets (a fallacy, of course). Lee is completely incapable of holding his liquor, and a natural at suiken, thus, he gets stronger.
